message - that the government will find and fine anyone who is using a tv without a licence, the idea is that they go around looking in windows to catch anyone who doesn't have a licence and reinforces the idea that they can see what every house is doing so anyone without a licence will be caught.
keyfacts - if people don't have a tv licence they will be found and made to pay a fine, it wont take they long to find people
tone of voice - the tone of this video is very serious slightly scary idea, this is as its created to scare the audience into buying a TV licence. The director is using a scare tactic to imply that everyone is being watched and that they will be found. Its a very direct video that implies with no uncertainty that people who don't pay will be found, that the government can even see down to watch TV show they are watching, this is used to make it seem more realistic and people will watch this show so they can see it being a real life situation, Using the name of the TV show also imply that a greater degree of power the government have, it shows that they will defiantly catch people because they have the technology that is very accurate, they don't just know that they are watching TV without a licence but can ever find out with TV show they are watching. The tone behind this video is the government tare very big and powerful, they can find anyone who isn't paying their licence and will fine them, its a serious video that uses dark lighting and dramatic imagery to reinforce the fear factor. Every part of he video is created to make the audience scared, dramatic technology to worry they they will be found, dark lighting to show they come at any time/make it more serious, bold strong male voice to show its serious nature.
